A recent report from Manitoba Public Insurance (MPI) reveals significant strides in the success rates of road tests.
On November 14, 2024, MPI rolled out a new initiative known as the Training Support Requirement (TSR). This move came after a troubling trend emerged: numerous drivers were failing their road tests multiple times and attempting to retake them without any supplementary training. Such behavior posed a safety hazard not only for driving instructors but also for other road users.
Under the TSR, any driver who does not pass their road test on the third attempt must complete a minimum of five hours of documented driving instruction before they can schedule another test. Tara Seel, the media and public relations lead at MPI, highlighted the positive impact of this initiative by stating, "It’s been about a year since we’ve implemented this and the numbers that we’ve seen are incredible."
Seel emphasized the importance of ensuring that only those adequately prepared for the test are allowed on the roads. Since the implementation of the TSR, the rate of first-attempt passes has climbed to an impressive 45.2%, up from 39.4% previously.
In the past year alone, over 83,000 road tests were administered, illustrating a growing trend towards safer driving practices. Additionally, there was a notable decrease of 6,000 in the number of drivers needing to attempt their road test four times or more compared to the previous year. Seel further noted, "This is something we’re continuing to work on to meet the needs of our customers and keep our roads as safe as possible." The reduction in repeat tests allows MPI to offer a greater number of appointments, enhancing the overall customer experience by alleviating the backlog of repeat testers.
"Typically, you can secure a Class 5 road test appointment within a week anywhere in the province," Seel added with optimism. "We’ve really tried to find a way to mitigate all of those factors. The TSR has proven with hard data that it is working."
