The Electoral Commission Condemns Gulu Campaign Violence: A Call for Dialogue and Restraint
The Electoral Commission (EC) has issued a strong condemnation of the violent clashes that disrupted Robert Kyagulanyi Sentamu's campaign event in Gulu City on December 6. The incident, which left several people injured and caused acts of vandalism, threatens the peaceful conduct of the 2026 General Election campaigns, according to the EC.
In a statement, EC Chairperson Justice Simon Byabakama expressed deep concern over the violent confrontation, which occurred just days after a meeting between the EC, presidential candidates, and the Uganda Police Force to ensure a peaceful campaign process. Byabakama emphasized that the presidential campaigns, which began on September 29, have largely been peaceful, with only minor incidents reported.
The EC reiterates that all presidential candidates remain free to access voters across the country, provided they adhere to electoral laws and Commission guidelines. Byabakama stressed the importance of resolving disagreements through dialogue rather than confrontation, urging candidates to prioritize peaceful interactions.
The Commission also called on security agencies to enforce campaign rules with professionalism and restraint. Law enforcement should use restraint in applying any measures to ensure compliance, ensuring these actions are humane and proportionate to the circumstances on the ground, and conducted in accordance with the law.
EC Spokesperson Julius Mucunguzi appealed to candidates, supporters, and security officers to uphold peace as the campaigns continue. At least five NUP supporters were injured during the incident, which involved street gangs armed with sticks and other weapons attacking Kyagulanyi's campaign team.
Vehicles and sound equipment were vandalized, and supporters were dispersed. Kyagulanyi accused the state of enabling violence against his campaign, describing the events as part of a broader pattern of intimidation. He alleged that the attack followed earlier incidents, including a military raid on the party's Gulu office.
"This is what Museveni and his fellow criminals are doing to the people of Uganda," Kyagulanyi stated, emphasizing the need for a peaceful and fair electoral process.
