The world is abuzz with talk of an AI arms race, but there's a quiet revolution happening behind the scenes. While the narrative often pits Washington against Beijing in a zero-sum game, the G20 has been quietly building a different story. Over nine years, this global governance body has crafted a cooperative approach to AI, showing that the so-called AI race doesn't have to be a battle for dominance.

At AIxGEO, we analyzed 71 official G20 documents, spanning from China's 2016 presidency to Brazil's 2024 summit. Our findings? The language of competition and rivalry is notably absent from G20 AI governance discussions. Instead, every presidency, regardless of political system, has maintained a cooperative tone, even in the face of global challenges like pandemics, wars, and geopolitical tensions.

But here's where it gets controversial... The G20 has deliberately treated AI as a shared global project, challenging the notion of an inevitable arms race. Each presidency has built upon the last, strengthening a shared AI framework and creating a space where cooperation thrives, even as the world faces division in other areas.

How did they do it?

China's 2016 presidency set the stage, positioning AI within a 'New Industrial Revolution' and emphasizing the need for global cooperation. Subsequent presidencies added their unique expertise and focus, with Germany highlighting financial services, Argentina emphasizing education, and Japan formalizing a 'human-centered approach' to AI. These layers of expertise created a sophisticated, domain-specific approach to AI governance.

The stress tests came with the pandemic and the war in Ukraine. Yet, the G20 remained committed to cooperation. Saudi Arabia's 2020 presidency reaffirmed its dedication, while Italy's 2021 presidency embedded AI governance into labor rights and environmental considerations. Indonesia's 2022 presidency showcased the diversity of AI applications, from tourism chatbots to anti-corruption tools, while India's 2023 presidency positioned AI for efficient decision-making and recognized its impact on teaching and learning.

And this is the part most people miss... Each presidency built upon the last, creating a deliberately insulated AI governance norm that operates independently of economic and security rivalries. This approach recognizes the unique challenges and opportunities of AI across different sectors, moving beyond broad principles to address operational realities.

Our research shows that this sophisticated framework is not limited to the G20. Other international institutions, like the UN, WTO, NATO, and OECD, also recognize the importance of domain-specific strategies for meaningful AI governance. However, the G20's approach goes beyond policy statements, actively building and reinforcing a cooperative norm space.

But what about the limits? While the G20 documents address issues like algorithmic accountability and worker protection, they largely bypass questions of economic architecture and market power in AI systems. The cooperative norm space governs societal integration but leaves economic structures untouched. This creates a political infrastructure that both constrains and enables future policy opportunities.

Now, South Africa steps into the spotlight. With its upcoming November 22 summit, South Africa inherits this critical foundation. The cooperative narrative and accumulated framework present both a challenge and an opportunity. It could push AI governance from principles to practice, with pilot programs, regulatory alignment, and shared evaluation frameworks. But will this foundation withstand rising geopolitical tensions and a US administration that has departed from multilateral approaches?

The future of AI governance is at a crossroads. Nearly a decade of G20 policymaking shows that a better path is possible, one that models cooperation instead of competition. The question remains: Will leaders choose to sustain this quiet revolution, or will the carefully constructed norm space crumble under disbelief and tension?
